Long answer: No, you cannot upload files with any of the posts you create under any of the content categories.

But

Yes, you can upload files if you are replying to a job post and if you are logged in as a user. Look for a "Submit an application" link beneath the job posting. Thereafter, you'll be able to figure things out for yourself.
